with the Whitespace Internet service on Combs Road in July, this is the second time Whitespace was
out within a 2 -3 month span of time. Councilwoman Kathy Templeton read a day by day account of
what she did to try to repair the Whitespace issue. Mrs. Templeton stated that she had been in contact
with Fred Engelmann and was doing what he instructed her to do, however, Mrs. Templeton has no
actual knowledge of this system. She stated that Supervisor Hyde told a woman from NY State
Broadband, that Kathy Templeton had been given the job of liaison of the Whitespace project. This
does not give her the authority to “work” on the system at all. The definition of liaison is as follows:
This definition is taken from the Webster's dictionary. No where does this state that a Liaison makes
decisions, works on a town infrastructure or authorizes anyone to do anything. If the town board gave
Mrs. Templeton permission to carry out the actions she stated she did in her report, then it was done
outside of public eye, there is no resolution stating Mrs. Tempelton will work on the Whitespace system
in any capacity.
On the video, Mrs. Templeton stated that her husband was working with her to gain access to the box
on the pole for Whitespace, again, there is no authorization for him to do so at all, not to mention, there
was no authorization for him to cut into any of the town's equipment what so ever. He is not and never
has been a town employee, therefore, if he had been hurt while trying to cut into the box on the pole,
the town would have been liable for his injuries. Mr. Templeton did not sign a hold harmless agreement
with the town, as I spoke to someone that asked for documentation of this through FOIL and this
person was told by the Thurman Town Clerk that there was no such agreement, because Mr. Templeton
is not an employee of the town. I ask again, then why was he being permitted to do any work what so
ever on this system?
My next issue I have is that Mrs. Templeton stated in her report, that she and her husband where
working to gain access to the box on the pole on July 23rd, that was located on Combs Road. She stated
that when they ran into problems, they “went to Warrensburg to buy a cutting wheel for her husbands
grinder”. Since July 23rd was on a Sunday, the only store open that day was Brayley Noxon, on Main
Street. However, the only receipt that has been provided by the town through FOIL, is one from Curtis
Lumber, which was dated July 26th. This was the day that Mrs. Templeton stated a circuit interrupter
was purchased for this same pole. There are no other receipts for a cut off wheel purchase from any
other store. Just one more reason this taxpayer takes issue with Mrs. Tempelton's ethics. As stated, there
was only one receipt provided by the town. It was from Curtis Lumber, dated July 26th. On this receipt
is in deed a cut off wheel purchase, not on the 23rd as stated by Mrs. Templeton. An even bigger issue is
the fact that Mr. Andy Templeton signed for this purchase, on a town account. The town clerk has
already stated that he is not an employee, but yet, there it is in black and white, his signature. Also on
this receipt, is a note made by the store that Mr. Templeton was approved to signed by Cynthia Hyde,
whom does not have the authority to make this decision on her own. I ask again, where is the resolution
giving such authority? It is also my understanding, that Mrs. Templeton told one subscriber that her
husband purchased this cutting wheel “at his own expense”, yet it is on a town account. Was this yet
another decision made out of the public eye? If Mrs. Templeton was with her husband, then if anything,
why didn't the Supervisor tell the town board member, who is an employee of the town to sign for these
My final thought on this is the fact that when I looked over the August bills that were paid out, there in
the enterprise fund is the payment to Curtis Lumber for the purchases, there was also a reimbursement
to Mrs. Templeton for over $50.00 for travel expense. A liaison is one who gathers information to take
back to the town board, this can be done by phone or email. There is no prior authorization for Mrs.
Templeton to do any traveling for the Whitespace project at all. I have been told that there is a FOIL
request pending for the receipts and travel voucher for this payment, but as with all FOIL's for the
Town of Thurman, it is a waiting game to receive anything.
Mrs. Templeton stated last year during her campaign that she wanted to see better transparency with
our board and that she would work for all people. There is no transparency at all with the current board
that I can see. They do not go over each bill being audited, they drag their feet when asked for public
documents, they are rude to people who ask questions at meetings and I have spoken to people that
have spoken to the supervisor and board members one on one and they are also rude then. They want us
to believe what they say and not look at what they actually do. I for one am not that gullible.
I am not taking away the fact that the problem was finally fixed after with Whitespace, after a long five
weeks, I am questioning the way it was however.
